Freedom of Information Publication Scheme

This Publication Scheme sets out information we routinely make available so that people can understand who we are, what we spend and what we achieve.

The Freedom of Information Act 2000 states that every public organisation has a legal duty to adopt and maintain a publication scheme. This Publication Scheme is issued in accordance with the Careers Wales’s responsibilities under the Act.

The main purpose of a Publication Scheme is to make information readily available to the public without the need for specific written requests. Schemes are intended to encourage organisations to publish proactively and to develop a greater culture of openness.

All Publication Scheme’s now have to adopt the model scheme as stipulated and approved by the Information Commissioner’s Office. Careers Wales (CW) has adopted this model scheme set out for Wholly Owned Companies.

Careers Wales is committed to:

  • Publish, or otherwise make available as a matter of routine, information which is held by CW and falls within the classifications listed in the “Classes” section
  • Specify the information which is held by CW and falls within the classifications listed in the “Classes” section
  • Produce and publish the methods by which the specific information is made routinely available so that it can be easily identified and accessed by members of the public
  • Review and update on a regular basis the information that CW makes available under the scheme
  • Produce details of any charges for information

The publication scheme will be available as a web page on our website and in hard copy on request. If you require a hard copy, please send a request by email to foi@careerswales.gov.wales.

Careers Wales publishes routinely a great deal of information which is detailed in the seven classes below

1. About Careers Wales

Information about Careers Wales, who we are and what we do, organisational information, structures, locations and contacts, constitutional and legal governance.

2. Careers Wales financial information

Information about what Careers Wales spends and how we spend it. That is financial information relating to income and expenditure, tendering, procurement, contracts and financial audit. Financial information is available for at least the current and previous 2 financial years.

3. Careers Wales priorities and performance

Information about what Careers Wales priorities are and how we are doing including Strategy and Performance information, plans, assessments, inspections and reviews. Information in this class is available for at least the current and previous 2 years.

4. How Careers Wales makes decisions

Information about Careers Wales’s policy proposals and decisions. This includes decision making processes, internal criteria and procedures and consultations. Information in this class is available for at least the current year and previous 2 years.

  • Board Committees and terms of reference
Finance, Audit and Risk Committee

The Terms of Reference are: 

  1. To ensure that the company has a sound system of financial control, and effective processes for the identification, assessment and management of risk using risk register
  2. To recommend the appointment of bankers, internal auditors, external auditors and other financial advisers, as required, following due process
  3. To establish a sound procedure for procurement, to ensure efficiency and value for money
  4. To ensure, in accordance with legislation, that the company has effective policies for dealing with suspected irregularity, fraud or bribery
  5. To keep under review the financial health of the company. To include monitoring and reviewing the Business Plan and expenditure against budget for the current year
  6. To develop and recommend a viable business plan, and a budget for the company each year
  7. To consider and make recommendations on financial statements, and in particular the annual accounts of the company
  8. Consider matters referred to Committee by Board; and
  9. Report to Board
People Matters and Remuneration Committee

The Terms of Reference are: 

  1. The Committee will receive and approve any initial draft and subsequent redrafts of the HR Strategy and Implementation Plan(s)
  2. The Committee will ensure that there is an appropriate pay structure and, subject to affordability, determine the pay levels of the Chief Executive
  3. The Committee will provide robust scrutiny in order to ensure that the company complies with employment legislation and regulations
  4. The Committee will be the lead committee for Health and Safety and Diversity matters
  5. The Committee will consider such matters as may be referred to it by the Board
  6. The Committee will report to the Board on all matters relating to the employment and welfare of the staff of CCDG, and give advice on appropriate matters
  7. The Committee will also promote and support:
    1. The development of appropriate employment policies, including those for appointment, terms and conditions, discipline, grievance, reward and recognition of employees
    2. The ongoing development of  the company’s culture and values
    3. Employee engagement and involvement
    4. Effective internal communication within the organisation
Performance and Impact Committee

The Terms of Reference are: 

  1. Have an overview of service development, delivery and support functions
  2. Monitor, scrutinise and advise on year performance relating to quality and quantity and progress against business plan
  3. To challenge and review the impact of the company
  4. To scrutinize and monitor the use of feedback from customers and stakeholders in informing the development of the service (including ICT) and engagement strategies
  5. To promote and support value for money, looking at which services to invest resources in to ensure a good return on investment
  6. To support and review the way the company delivers the services through IT/ Digital/ Marketing channels
  7. To consider such matters as may be referred to the Committee by the Board
  8. To report to the Board

6. Careers Wales lists and registers

Information about Careers Wales lists and registers including information held in registers required by law and other lists and registers relating to the functions of the organisation.

7. The services Careers Wales offers

Information about services that Careers Wales offers including advice and guidance, website, booklets and leaflets, transactions and media releases. This information collectively provides a description of the services offered.

Accessing Information

We make a significant amount of information available under our scheme. The benefits are that it makes information easily accessible and without charge. This means that, in many cases, the information you are looking for will already be available and there will be no need for you to make a formal request under the act.

Where information is readily available, links are provided from this page. Please note that some documents are not linked to directly at this time because they may not be available in a format that meets accessibility requirements.

Where information is listed here but is not linked to directly, you can request it by emailing foi@careerswales.gov.wales.

If you would like to access the above information there is often no charge for this information, especially if you would like it electronically. Sometimes, there may be a statutory charge or certain administrative costs such as photocopying and postage, if you would like a printed copy of the information. If a charge is to be made, confirmation of the payment due will be given before the information is provided.

Most of the information included in our scheme will be current. However, for certain classes of information, it may be necessary to publish the information retrospectively.

Information will not be available through the publication scheme indefinitely. We are committed to providing the public with as much information as is practically possible. It is important that the information we provide is relevant and up to date.
